How do you start a beauty Blog?

I want to start A Blog about beauty and fashion stuff but im not sure how to.i’ve been looking at other people Blogs lately and im interested in it. I dont want to make any videos of myself to put on the blog. I know that some do so is it weird that i wont? and does it cost money to have a blog because i think having a web site cost money but im not sure. I really have no clue about any of this stuff so any advice is appreciated.
